René-Claude Niyonkuru (APDH, Bujumbura), Thea Hilhorst (KIT, Amsterdam) and Gemma van der Haar (Wageningen University). April 2011, the Burundian National Assembly passed a new bill which provides increased control over expropriation and land allocation by state officials, and foresees the creation of municipal land services that will certify local land rights.
